Notification of child birth

If a child is born abroad, notification of birth for registration in the civil records of the Republic of Serbia can be submitted at the Embassy of the Republic of Serbia in Oslo if one resides in Norway or Iceland.

Notification is submitted by parents who at the time of child birth are citizens of the Republic of Serbia and have a valid identification document of the Republic of Serbia (passport or national ID card).

Once the request has been made, the Embassy transmits the documentation to the relevant authorities in the Republic of Serbia for the child to be registered in the civil records and the citizenship records.

Documentation necessary to be submitted together with the request:

  1. Completed form for notification of child birth (upis u MKR i upis u KD) where it is necessary to state the city/town where the child will be registered;
  2. Original Norwegian certificate  (FØDSELATTEST) obtained at the “Folkeregister” certified with “Apostille” stamp;
  3. Original translation of the certificate in Serbian language;
  4. Certificate of citizenship for at least one parent;
  5. Passport and residence permit for both parents;
  6. Certificate of marriage issued by the Republic of Serbia which can be a copy from any year. If a marriage has been concluded in Norway it needs to be first registered in the Republic of Serbia and this can be done at the same time when the request for notifying child birth abroad is been made.

Notification of child birth abroad is a precondition for the child to obtain citizenship of the Republic of Serbia.

When submitting the request both parents need to be physically present while it is not necessary to bring the child. After the notification has been processed it is necessary to, at the first available opportunity when visiting the Republic of Serbia, register its address of residence with the local police.

If the parents are not married, and the father is a citizen of the Republic of Serbia, the father in the presence of authorized personnel of the Embassy will give a statement on recognition of paternity which will also be assigned by the child’s mother. If the father is a foreign citizen then he should give the statement before the official institution of the state whose citizen he is and have it translated by a certified translator in Serbian language. If the marriage has been concluded before a Norwegian/Icelandic institution and has not yet been registered in the civil records of the Republic of Serbia it is necessary to submit the notification on marriage together with the notification of child birth.

Attention: It is possible to deliver the documentation necessary for notifying child birth by post to the Embassy but all forms need to be dully signed by both parents which further need to be certified by a Norwegian/Icelandic public notary.

NOTIFICATION OF MARRIAGE PERFORMED BY FOREIGN AUTHORITY 

Documents necessary to submit with the request:

  1. Original Norwegian/Icelandic Certificate of marriage (Vigselsattest), certified by an “Apostille” stamp
  2. Translation of the Certificate by a certified translator into Serbian language
  3. Original confirmation on the change of last name (if the last name has not been changed during the conclusion of marriage) certified by an “Apostille” stamp (Filkesman) and translated into Serbian language by a certified translator. This document can be obtained from the Tax administration office in Norway.
  4. Original/copy of the Certificate of citizenship, Certificate of birth, as well as, copies of passports issued by the Republic of Serbia.
  5. Proof of residence in Norway/Iceland (residence permit and/or evidence of registration for EU/EEA citizens).
  6. If a spouse is a foreign citizens then a copy i=of his/hers passport is sufficient.
  7. Completed form for notification of marriage signed by both spouses
  8. Proof of consular fee payment, see the Price list.

CONCLUSION OF MARRIAGE AT THE EMBASSY

For a marriage to be concluded in the Embassy it is necessary for the bride and the groom to be citizens of the Republic of Serbia and that they have residence permits in Norway/Iceland.

It is necessary to submit the following documentation:

  1. Certificate of birth for the groom (international form)
  2. Certificate of birth for the bride (international form)
  3. Certificate of citizenship for the groom
  4. Certificate of citizenship for the bride
  5. Certificate for the groom that there are no impediments for him to enter this marriage with the bride
  6. Certificate for the bride that there are no impediments for him to enter this marriage with the groom
  7. Valid passport and national ID cards
  8. In case that one of the future spouses has previously been married it is necessary to submit original court decision that the previous marriage has been divorced.

OBTAINING CONFIRMATION OF IMPUNITY (Ministry of Interior)

In order to obtain Confirmation of impunity it is necessary to bring to your appointment at the Consular department the following documents:

  • Personal written request (or sent by email) where you state that you request from the Embassy of the Republic of Serbia in Oslo to obtain from the relevant authorities in the Republic of Serbia Confirmation of impunity which is needed for the reason that you will explain. The request should contain your personal information (date of birth, national citizens number «JMBG”, passport number, date and place when and where the request has been submitted and signature).
  • Original passport or national ID card issued by the Republic of Serbia
